A delegation from the HNC, chaired by the General Coordinator of the Commission, Dr. Riad Hijab, met with Mr. Antonio Guterres, Secretary-General of the United Nations, on the sidelines of the United Nations General Assembly meeting in New York on Saturday, 23 September 2017
Dr. Hijab highlighted the commitment of the HNC towards the political process, calling on the Secretary-General and the United Nations, in return, to confirm that the political transition, as stated in the Geneva communique and UNSC resolution 2254, should be the core and purpose of the political process, and that the political course should not take place outside the Geneva process.

He also called for a commitment to the path of transitional justice and accountability in parallel with the path of political transition through a working mechanism of the IIIM: from the documentation to the actual trial of the perpetrators of war crimes and crimes against humanity and without impunity. The issue of detainees should be a priority on this track, with visits to detention centers, a halt to arrests and forced displacement and demographic change and the release of all detainees: they should not be considered as prisoners of war.

He also called for the necessity of foreign forces and sectarian militias to leave Syria in tandem with the political transition.

He pointed to the determination of the HNC to strengthen the ranks of the Syrian opposition by expanding the rule of decision-making within the Commission itself, in accordance with national standards adhering to the principles of the Syrian revolution and achieving the aspirations of the Syrian people.

In return, the Secretary-General stressed the commitment of the United Nations that the political transition is at the core of the political process, ensuring the unity of Syria and preventing the spread of violence in the region.

Mr. Guterres added that the United Nations is working to achieve the appropriate conditions for the process of accountability and ensure the exit of all foreign troops from Syria, stressing that he spoke personally with the parties concerned to ensure the exit of these forces.

Guterres added that, it is entirely up to the Syrians how to form and expand the opposition in the way that serves the interests of their country and their people. He concluded by stressing that he is well aware that the desired political solution is the political transition in Syria.
